Over the past few years, the country has emerged as one of the world’s fastest-growing solar markets, with households, businesses, and industries increasingly turning to renewable energy to reduce electricity costs, improve energy security, and lessen dependence on an already burdened national grid. What began as an economic necessity has evolved into a broader energy transition, one that now requires equally strong and predictable long-term public policy to sustain its momentum.

The government’s long-term vision reinforces this direction. Pakistan has committed to significantly increasing the share of renewable energy in its electricity mix, with Prime Minister Shehbaz Sharif pledging that renewables will account for 62 percent of the country’s energy mix by 2035. Achieving that ambition, however, will require more than setting targets. It will depend on creating a stable policy environment that gives consumers, investors, and businesses the confidence to continue investing in clean energy.

Recent events surrounding the federal budget illustrated just how sensitive Pakistan’s renewable energy market has become to policy uncertainty. During discussions over proposed increases in taxes on imported solar panels, the market entered a period of caution. Many distributors delayed procurement decisions, and installers temporarily suspended quotations, while residential and commercial customers postponed purchasing decisions in anticipation of possible price changes. Importers adjusted inventories as expectations shifted, causing module prices to fluctuate almost daily. Although the final budget revisions eased many of the initial concerns, the episode demonstrated an important lesson: uncertainty itself, not only the final policy, can disrupt market confidence, delay investment decisions, and slow the pace of renewable energy adoption.

This matters because affordability has been the single biggest driver behind Pakistan’s solar success. As energy prices continue to challenge households and businesses alike, solar has become a practical long-term solution rather than a luxury. Policies that preserve affordability and encourage investment will ultimately do more to strengthen Pakistan’s energy security than short-term fiscal measures.

Equally important is the need to protect the integrity of Pakistan’s rapidly expanding solar market. As demand has surged, so too has the availability of counterfeit, grey market panels, and sub-standard solar equipment being sold under the names of well-known international brands. Many consumers, often making one of the largest investments for their homes or businesses, may struggle to distinguish genuine products from imitation ones. The consequences extend beyond financial losses, potentially affecting system performance, safety, warranty protection, and public confidence in renewable energy itself.

This presents an opportunity for policymakers to strengthen consumer protection alongside renewable energy promotion. Establishing stricter quality standards, strengthening certification requirements, improving importer traceability, enforcing action against counterfeit products and encouraging consumers to purchase through authorised distribution channels would help build greater confidence in the market. A trustworthy solar ecosystem benefits not only consumers but also the broader objective of accelerating Pakistan’s clean energy transition.

At the same time, Pakistan’s renewable energy strategy should continue to look beyond equipment alone. Grid modernisation, energy storage, local manufacturing, installer training, financing mechanisms, and regulatory consistency all form part of a sustainable energy ecosystem. Countries that have successfully accelerated renewable energy adoption have generally done so by combining technological innovation with predictable, long-term policy frameworks.

Having supported energy transitions across multiple markets, LONGi Pakistan has observed that technology is only one part of the equation. Sustainable progress is achieved when innovation is supported by transparent regulations, strong quality standards and policies that remain aligned with long-term national objectives. These principles become even more important as markets mature and consumer expectations continue to grow.

Pakistan has already demonstrated that its people are willing to embrace renewable energy when the economics make sense and policies provide confidence. The next phase of the country’s energy transition should focus on maintaining that confidence through policy stability, consumer protection and continued investment in a modern, resilient energy system. Clean energy should not be viewed solely through the lens of taxation or short-term fiscal considerations. It is an investment in energy security, industrial competitiveness, environmental sustainability, and Pakistan’s long-term economic future.

The country’s solar success story is already being written. The challenge now is ensuring that consistent policies, trusted products, and forward-looking regulation allow that story to continue for years to come.

Pakistan’s clean energy journey has reached an important turning point.
